A high-yield strategy for improving college and general foresight would be for a FERN Ratings and Rankings Group to review the world's top universities, top corporations, 204 countries, top institutions, and top portals for their foresight proficiency.

University Rankings could be used by foresight-oriented high school students in conjunction with USN&WR Best Colleges and other university ratings, to determine which university they want to go to. Corporation, Country, and Institutional rankings could be used by foresight-oriented college students contemplating internship and employment opportunities. Top Online Portal rankings would be used by professional and lay futurists looking for good free online foresight information.

FERN would have to develop an evaluation rubric to be used in rating these groups. We could also collectively develop an evaluation rubric for an ideal Foresight MS or PhD program (see Foresight Frameworks). But there is no need for us to rate the existing Primary Foresight Graduate Programs. We exist to support all of these programs. Someone else can create a ranking of them if they wish, or the students will simply do it themselves.

MS and PhD students in these programs might be ideal to do and update an annual ranking exercise. Futurist Ulf Pillkahn has offered FERN to use his rankings of the Top 250 Foresight Online Portals, ranked by openness and quality, as printed in his excellent Using Trends and Scenarios as Tools for Strategy Development, 2007, as our starter category for an online, wiki-based ranking system.
