FERN was started in July 2007, after a conversation between John Smart and Garry Golden. Garry and John had both recently completed their MS in Futures Studies at the U. Houston under Dr. Peter Bishop. Garry was starting curriculum development for an Energy Futures course for Dr. Bishop in the University of Houston Futures Studies program, and John was developing an intro undergraduate foresight course for the University of Advancing Technology (UAT) in Phoenix, AZ. John's course, Foresight Development, is now part of UAT's core curriculum for all undergrads. John's nonprofit, ASF, proposed to UAT the benefit of having not only required courses in history and current events, as with typical university curricula, but also at least one required general course in foresight, emphasizing both personal foresight skills development and general foresight literature education.

FERN proposes that foresight education should be a necessary component of any modern undergraduate degree.
The pioneers of this philosophy, Tamkang University in Taiwan, have had required foresight courses since 1996 for all 30,000 of their undergraduates. Tamkang offers fifteen undergraduate courses in foresight, in a wide range of specialties. All students are required to complete any three of these in order to graduate with a bachelor's degree.

FERN seeks to replicate the Tamkang and UAT models at other institutions of higher education globally in coming years. We also seek to support graduate students and faculty at the existing primary foresight MS and doctoral degree universities globally, and to expand the availability of online and part-time masters and doctoral degrees in foresight, which will greatly increase the teaching staff for and research quality for such courses. These and other FERN initiatives are among our priorities for most effectively advancing global foresight education, research, and culture in coming years.
